Director of Personnel Development

TITLE: Director of Personnel Development – 12 Month

Location:

Administrative Office

Reports to:

Superintendent of Schools

Function:

Provides leadership and coordination for all personnel development and improvement functions including recruitment and selection, orientation, APPR, evaluations, professional development, maintenance of records including certification reporting

Responsibilities:

  • Coordinates and participates in all aspects of the recruiting and hiring functions, to include screening and processing applications, maintaining application files, establishing and maintaining standards for recommending candidates for employment, and advising the administrative team on processes and salary determination.
  • Maintains communication with all departments in planning for personnel needs and development of programs.
  • Provides recommendation and as required, approves contract and salary schedule for all personnel, and assists in developing and recommending salary policies and structure.
  • Receives, reviews and processes requests for personnel transfer in accordance with transfer regulations and contractual requirements.
  • Develops and maintains a personnel records system for all school employees in order to provide a comprehensive, efficient, accurate, and current record of all matters pertinent to employment, transfer, tenure, retirement, leave, promotion, etc.
  • Oversees and maintains statistical information on all personnel, and submits the necessary statistical reports to the Federal/State Departments of Education and to the District administration.
  • Prepares position descriptions for new staff positions in consultation with administrators and coordinates the periodic review and revision of existing position descriptions.
  • Coordinates preparation and administration of the departmental budget.
  • Provides leadership to the Professional Development Committee to provide updates to the Professional Development Plan, ensuring compliance with the State regulations regarding CTLE programs.
  • Coordinates with the Assistant Superintendent for Curriculum and Instruction on the planning and implementation of professional development activities for all staff so these activities are aligned with the District goals.
  • Manages reporting and attends hearings for Department of Labor unemployment claims.
  • Acts as District Liaison with third party vendors.
  • Collaborates with the local Civil Service Commission for all classified staff positions.
  • Serves as primary liaison with the New York State Education Department Office of Teaching Initiatives.
  • Facilitates the Board of Education personnel appointments and agendas for all staff members, coordinates all personnel postings, transfers, position creation and abolishment.
  • Ensures all staff members have and maintain appropriate New York State certification.
  • Participates in the collaboration of systems and processes involved with personnel development with School Support and Instructional Programs with:
    • APPR
    • Professional Development
    • Mentoring Program
    • Validity of Certification
    • Provides required Employee Training, and other as needed
    • Works collaboratively with the business office to ensure salaries and benefits are administered according to budgetary and contractual considerations.
    • Administers personnel policies and processes (e.g. employment contracts/agreements, compensation schedule, job descriptions, etc.)
    • Assists with interpretation and clarifies personnel policies to all employees.
    • Oversees all staff attendance, including paid and unpaid leaves, sick and personal time, vacation and school business days.
    • Works with all administrators to assist in community schools development.
    • Serves as a member of the Administrative Cabinet.
    • Attends Instructional Cabinet meetings.
    • Attends and participates in all Board meetings as needed.
    • Other duties as assigned.

Authority:

  1. Implements procedures relative to all aspects of personnel management.
  2. Oversees implementation of procedures relative to all aspects of the personnel function.
  3. Provides leadership and resources to building principals on an as needed basis regarding summer programming.
  4. Reviews and approves leave requests in compliance with Board of Education policies and collective bargaining agreements.
  5. Recruits and recommends staff to the Superintendent and Assistant Superintendents.
  6. Works closely and responds to the needs and requests of the Senior Leadership Team.
