Special Called Meeting – March 30, 2020

The South Glens Falls Central School District Board of Education, Saratoga County, New York, met in a Special Session on Monday, March 30, 2020, via remote video conference.

Call to Order:
President Elder called the meeting to order at 6:30 p.m., led the Pledge of Allegiance and advised everyone that the meeting was being broadcast via Google Meet.

District Officials Present:
District Officials present were Kristine Orr, Superintendent of Schools, Timothy Dawkins, Assistant Superintendent for Curriculum and Instruction, and Audrey Varney, Business Manager and District Clerk.

PRESENTATIONS

COVID 19 Update
Ms. Orr discussed the ways the COVID 19 virus has changed the way Board of Education meetings will be held during the district’s commitment to ‘Stay Home and Stop the Spread’. Ms. Orr also updated members on providing food to at-need families, instruction including distribution of technology and the State requirement to provide daycare for essential workers accomplished in cooperation with WSWHE BOCES.

2020 – 2021 Budget Update
Mrs. Varney and Ms. Orr presented Draft #8 of the General Fund Working Budget, including the areas of planning the tax levy and application of fund balance to balance the revenue budget without final State Aid projections.

C. Resolution Authorizing Paid Leave
Emergency School Closing 2020
RESOLVED, The Board of Education acting pursuant to the authority granted by New York General Municipal Law §92, grants to any school district employee idled by the COVID-19 school closure paid leave, without deduction from accruals, for all and any days the employee is directed by the District from reporting to their work location. This resolution does not restrict the District from requiring any employee to work regular and/or modified work schedules, from requiring any employee to work from home, and/or from requiring any employee to work via an on-line, electronic, distance learning or other such platform. The leave granted by the action of the Board of Education shall sunset on the earlier of April 19, 2020, or the discontinuation of the Executive Order issued by the Governor, numbered 202.4, or as further modified by the Board of Education.

Board President Informational Items:
Mr. Elder discussed the proposed WSWHE BOCES Annual Meeting scheduled for April 1, 2020, to be conducted via remote video conferencing. He also recognized district volunteers serving student lunches, transporting children of essential workers to childcare and delivery of backpacks. Mr. Elder thanked the Technology Department for its support to all staff, families and students.

Superintendent of Schools Informational Items:
Ms. Orr discussed the most recent changes regarding capital project work as well as the postponed School Budget Vote and Board Election.

Assistant Superintendent Informational Items:
Mr. Dawkins discussed digital learning taking place on all instructional levels. He thanked the faculty for their cooperation and commitment to students. Mr. Dawkins thanked Mrs. Stellato, Mr. Spada, Mrs. Gannon, the entire technology department, Mrs. Lester, administrators, faculty and staff for ongoing communication and willingness to operate with “all hands on deck.”
