Regular Meeting – February 10, 2020

The South Glens Falls Central School District Board of Education, Saratoga County, New York, met in regular session on Monday, February 10, 2020, at Oliver W. Winch Middle School, 99 Hudson Street, South Glens Falls, NY 12803

Call to Order:
President Elder called the meeting to order at 6:30 p.m., led the Pledge of Allegiance and advised everyone that the meeting was being audio-recorded.

Members Present:
Christine Dawson, William Elder, John Farrell, Roger Fedele, Lisa Hogan, Thomas Kurtz, Kevin Ostrander, Jeff Riggi, Lauren Kraner (Student Representative) and Parker Taft (Student Representative)

Absent: Kimberly Henkel

District Officials Present:
District Officials present were Kristine Orr, Superintendent of Schools, Timothy Dawkins, Assistant Superintendent for Curriculum and Instruction, and Audrey Varney, Business Manager and District Clerk.

Middle School Building Report
Principal Ruby and Assistant Principal Hammond presented on middle school social comprehension, restorative practices, safety and students. English Teacher Mrs. Leroux discussed book studies and student reflections of contemporary fiction. Language teacher Mrs. French and 3 students spoke regarding meditation and mindfulness. Art Teacher Ms. Carlson demonstrated zentangle patterns and Special Education Teacher Ms. Ross-Hills spoke regarding the impact of the Mental Health Task Force on staff.

WSWHE BOCES – CTE Presentation
Deputy District Superintendent Mr. Muller, Assistant Superintendent for Instructional Programs Ms. DeStafano and 7 South Glens Falls WSWHE Career and Technical Education students talked about their CTE programs and experiences.

2020 – 2021 Budget Update
Mrs. Varney and Ms. Orr presented Draft #3 of the General Fund Working Budget, specifically areas of general support, transportation, employee benefits and debt service.


Athletic Committee
Ms. Orr reported on live streaming, athletic budget process and capital project involving athletics.

Mr. Ostrander congratulated the South Glens Falls BOCES students on their presentations.

Miss Kraner and Mr. Taft reported on various student activities in all buildings. Mr. Taft brought up the cost of additional lunches.

M. Emergency Application of Pesticide – High School
Athletic Field – Grub Infestation
It has been determined that there is a serious infestation of grubs on the fields at the High School, and
WHEREAS, the discovery of this issue requires immediate attention to preserve the property and assure the health and safety of students and staff, and
WHEREAS, based on the Child Safe Playing Fields Act, effective May 18, 2011, whereby “No school shall apply pesticide to any playgrounds, turf, athletic or playing fields, except that an emergency application of a pesticide may be made as determined by the county health department or for a county not having a health department, such authority as the county legislature shall designate, the Commissioner of Health or his or her designee or in the case of a public school, the school board, Ronald Gorham, Director of Facilities & Operations is designated as the individual to determine an emergency situation requiring immediate pesticide application and to reprise the Board of Education of such emergency”, now therefore
BE IT RESOLVED, the Board of Education determines the immediate application of pesticide and an application of pre-emergent pesticide as necessary to preserve the property and assure that health and safety of students and staff.

Motion by Mr. Ostrander second by Mr. Kurtz returned the meeting to open session at 9:44 p.m.
