Special Called Meeting – August 12, 2019

The South Glens Falls Central School District Board of Education, Saratoga County, New York, met in Special Called session on Monday, August 12, 2019, at the Maintenance Transportation Facility located on 72-74 Harrison Avenue, South Glens Falls, New York.

Call to Order:
President Elder called the meeting to order at 6:34 p.m.

Members Present:
Christine Dawson, William Elder, John Farrell, Roger Fedele, Kimberly Henkel, Lisa Hogan, and Jeff Riggi

Absent: Kevin Ostrander, Thomas Kurtz

District Officials Present:
District Officials present were Kristine Orr, Superintendent of Schools, Timothy Dawkins, Assistant Superintendent for Curriculum and Instruction and Audrey Varney, Business Manager and District Clerk.

State Environmental Quality Review Act – Tanglewood Elementary Septic System

WHEREAS, the Board of Education of the South Glens Falls Central School District (“Board”) is considering undertaking a project consisting of the replacement of the existing septic system at the District’s Tanglewood Elementary School (“the Project”); and

WHEREAS, the Board wishes to fully comply with its obligations under the State Environmental Quality Review Act (“SEQRA”) and the regulations thereunder with respect to the proposed action; and

WHEREAS, the Board has carefully considered the nature and scope of the proposed action; and

WHEREAS, upon review of the foregoing, the Board makes the following determinations:

1. The proposed action involves the replacement of the existing septic system at the District’s Tanglewood Elementary School.

2. The proposed project represents maintenance or repair involving no substantial changes in an existing facility or structure within the meaning of 6 NYCRR 617.5(c)(1); and/or alternatively the replacement, rehabilitation or reconstruction of a structure or facility in kind within the meaning of 6 NYCRR 617.5(c)(2); and/or alternatively a routine activity of an educational institution, including expansion of existing facilities by less than 10,000 square feet of gross floor area, within the meaning of 6 NYCRR § 617.5(c)(10).

3. The proposed action will in no case have a significant adverse impact based on the environment based on the criteria contained in 6 NYCRR § 617.7(c), and is not otherwise a Type I action as defined by 6 NYCRR § 617.4.

4. The proposed action is a Type II action within the meaning of 6 NYCRR 617.5 and is therefore not subject to review under SEQRA and the regulations thereunder. Now therefore,

BE IT RESOLVED, that the Board of Education finds and concludes that the proposed action is a Type II action within the meaning of 6 NYCRR 617.5 and therefore is not subject to review under SEQRA and the regulations thereunder.

H. Elimination of Position
One (1) Library Aide position (6 hour) eliminated at the high school effective immediately.

I. Establishment of Position
One (1) Computer Aide position (6 hour) established at the High School effective immediately.

J. Transfer of Position
David Ballestero will be transferring from Custodian at the High School from 5:30 p.m. to 2:00 a.m. to Custodian at the High School from 2:30 p.m. to 11:00 p.m. with no additional probationary period and no change in salary effective immediately.

Mary Dalaba will be transferring from Computer Aide at Tanglewood Elementary School to Computer Aide at the High School. Mrs. Dalaba will serve an 8-week probationary period beginning September 3, 2019 – October 29, 2019 with no change in salary.

Barbara Schermerhorn will be transferring from Custodian at the High School from 5:30 p.m. – 2:00 a.m. to Custodian at Tanglewood Elementary from 1:00 p.m. to 9:30 p.m. Mrs. Schermerhorn will serve a 12 week probationary period beginning August 13, 2019,

Adjournment to Board of Education Workshop
Motion by Mr. Fedele second by Dr. Dawson and unanimously carried 7/0 adjourned the meeting at 6:45 p.m.
